Job description

We are seeking skilled and motivated Advisors to support the delivery of water body Programmes of Measures (PoMs) as part of our statutory responsibilities under River Basin Management Plans (RBMPs). As competent authority, the EA must deliver PoMs and ensure robust engagement and consultation with stakeholders, an area currently under close scrutiny.

 

You will work as part of a national “once” team of eight Advisors within Operations Catchment Services (OCS), providing focused support to Area and national teams. Your work will directly contribute to the EA’s and Government’s goal of achieving clean and plentiful water.

 

This role is essential to meeting statutory duties, including involving stakeholders in developing PoMs by 22 December 2026 and leading formal consultation in early 2027. Without this resource, the EA faces risks of reputational damage, legal challenge, and failure to deliver core environmental objectives.

 

Key Responsibilities

  • Coordinate the development of PoMs and support statutory consultation with partners and stakeholders.
  • Provide technical and programme support to both Area teams and national leads.
  • Help secure partner commitment to implement required measures and reduce risks of legal challenge or programme failure.
  • Alleviate critical capacity constraints in Areas and contribute to national consistency in approach and delivery.
The Team:
The team is part of Operational Catchment Services providing direct support to Area teams, working closely with them to understand local needs. We act as a vital link helping Areas access support from national experts to develop water body programme of measures. A core role of the team is to serve as ‘super users’ to ensure Areas can easily access national tools, systems, and specialist guidance, freeing them to focus on local expert delivery.
Experience/Skills Required:
You bring strong technical understanding of catchment and environmental planning, the ability to work collaboratively under pressure, and excellent interpersonal and stakeholder engagement skills. You have strong organisational skills and able to collate and manage complex amounts of information, confident in navigating complex programmes and balancing competing needs.
