This is an exciting opportunity for an experienced commercial specialist to lead the strategic and operational delivery of the Environment Agency’s Collaborative Delivery Framework 2 (CDF2).
As a Framework Manager & Technical Specialist (G7), you will provide authoritative leadership and subject matter expertise, ensuring frameworks are effectively embedded, compliant and deliver strong outcomes. You will play a key role in translating the CDF2 vision into practice, shaping governance, assurance and ways of working to enable collaborative, outcome-focused delivery.
You will act as a trusted advisor, providing clear, proportionate commercial guidance on complex and high-value framework matters, including risk, compliance and value for money. You will oversee supplier and partner relationships, driving performance, resolving issues and promoting continuous improvement.
Working across a diverse stakeholder landscape, you will build strong, transparent relationships with internal teams and delivery partners, supporting consistent and confident use of frameworks. You will also contribute to shaping future frameworks and embedding learning to strengthen commercial capability across the organisation.
As a senior leader, you will provide inclusive, visible leadership—supporting colleagues, building capability and fostering a positive, collaborative culture. Working closely with the Framework Director, this role provides team support, technical expertise, and will evolve to strengthen capability, leadership and continuous improvement across framework delivery.

The Team:
Our Framework Management team, part of Commercial and Framework Management, oversees the full lifecycle of operational frameworks—from launch to closure and transition. We lead Supplier Relationship Management and ensure frameworks support capital delivery, maintenance, safety works, and mapping and modelling services for our customers. Through robust assurance and performance management, we foster strategic supplier collaboration, safeguard commercial integrity, and drive continuous improvement. Our work keeps frameworks agile, efficient, and compliant—maximising value and outcomes.
Experience/Skills Required:

We are seeking an experienced commercial specialist with a strong track record in framework, contract or commercial management ideally within complex infrastructure, environmental or public sector programmes.

You will bring extensive experience delivering high-quality commercial outcomes, with the ability to identify, assess and manage risk, ensure compliance and drive value for money. Strong organisational skills are essential, with the ability to manage competing priorities while maintaining strategic oversight.

You will demonstrate excellent communication and influencing skills, confidently engaging senior stakeholders and delivery partners, and producing clear, high-quality reports and strategies.

A recognised professional qualification (e.g. ICE, CIWEM, CIPS or equivalent), or working towards chartership, is essential. Experience of public sector procurement, NEC contracts and formal project/programme management approaches (e.g. PRINCE2, APM or MSP) is desirable.

Strong leadership, sound judgement, and a commitment to continuous improvement and collaborative working are critical to success in this role.
